This Bill was to provide pension relief to Philadelphia when the House passed it. The Senate amended this into the monster that it is. Essentially, the Senate took HB 1874 and HB 1884 and stuffed them into this Bill, passed it within 2 hours and sent it back to the House for a Concurrence vote, which is scheduled for September 10,2009.
